Before we dive into the details of PNPs offered by different provinces, and how having French as a second language will boost your chances to the promised land, let us break down the basics of PNP. What is the Provincial Nominee Program and how do we have to apply for it?

Provincial Nominee Program is one of the ways for you to accelerate the process of being a permanent resident in Canada. By offering additional 600 points to the selected nominees in their Express Entry scoring, this program makes it quicker for the applicants to get selected to be a permanent resident.

It is really beneficial to those wanting to offer their skills and work experience to a particular province and contribute towards its economic growth. It is well implied that the candidate wants to live in that province and obtain PR for Canada.

1. The two important must haves to consider applying in any province are, passing a medical exam and having a police check.

2. The candidate must meet the eligibility criteria of the particular province of choice.

3. Express Entry profile must be created and submitted according to the minimum criteria for its eligibility including being eligible for one of the immigration programs it covers.

4. Express Entry manages application of 3 immigration programs namely-  

-Federal Skilled Worker Program (FSWP),

-Federal Skilled Trades Program (FSTP) 

-Canadian Work Experience Class (CEC). 

5.If the candidate gets an “Invite to apply” they must do so by submitting an application to the IRCC.

Alberta

 

The Alberta Advantage Immigration Program (AAIP), formerly the Alberta Immigrant Nominee Program, is an economic immigration program that nominates people for permanent residence in Alberta. Nominees must have skills to fill job shortages or be planning to buy or start a business in Alberta. 

A. Under Foreign Workers it has 3 streams;

-Opportunity Stream (mainly for people already working there)

-Express Entry Stream (for people who are planning to live or work there)

-Accelerated Tech Pathway provides expedited processing to foreign workers who are currently working for, or have a job offer with, an Alberta-based tech industry employer in an eligible tech occupation.

 

B. Under Entrepreneurs there are 3 streams;

1. International Graduate Entrepreneur Immigration Stream (Foreign graduates of approved post secondary institutions who plan on starting or buying business.

2. Self Employed Farmers (who want to start their own or buy a farm.

3. Foreign Graduate Start-up Visa (Foreign graduates from abroad can apply)

British Columbia Provincial Nominee Program  is an economic immigration program administered by the Government of British Columbia’s Immigration Programs Branch.

Ontario

The Ontario PNP is a provincial nominee program, also known as the Ontario Immigrant Nominee Program (OINP). It is an economic immigration program in the province that allows Ontario to hire foreign nationals.

Newfoundland and Labrador

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) provides prospective immigrants with in-demand skills and experience the opportunity to become a part of this eastern province’s growing workforce.

The NLPNP offers the following streams for applicants:

- Newfoundland and Labrador Express Entry Skilled Worker-Prospective skilled workers from the Express Entry pool may be able to apply to the NL Express Entry Skilled Worker category if they have a job offer in Newfoundland and intend to reside permanently in the province.

-The Skilled Worker -This stream helps the province attract and retain foreign talent with specialised skills and helps address the economic needs of the province.

-International Graduate -Recently graduated international students with a post-graduation Work Permit and a job or job offer from an employer in Newfoundland and Labrador are eligible to apply under this stream.

The Nova Scotia Nominee Program(NSNP)

Through the NSNP, prospective immigrants who have the skills and experience are targeted by Nova Scotia to help meet its labour market needs and help grow Nova Scotia’s economy.

-Nova Scotia Experience: Express Entry provides a pathway to permanent residence for highly skilled applicants who have worked for a Nova Scotia employer for at least one year.

-The Nova Scotia Labour Market Priorities Stream provides a pathway to Canadian permanent residence for Express Entry candidates who meet specified labour market needs in the province. This stream is also applicable for french speaking workers.

-Skilled Worker Stream provides a Canadian immigration pathway to foreign nationals with the required skills for positions that the province has in limited supply. New Brunswick

The New Brunswick Provincial Nominee Program is designed for Foreign Nationals who possess the skills, education and work experience needed to contribute to New Brunswick’s economy. 

The NBPNP accelerates the Permanent Resident application process for skilled workers as well as experienced business people and their family members who want to settle in New Brunswick permanently.

The Prince Edward Island Provincial Nominee Program (PEI PNP),  is applicable for prospective skilled immigrants or investors looking to settle in the province as well as fast tracking their path to a permanent residence in Canada.

Yukon

Yukon Nominee Program(YNP) targets skilled workers and businesspersons having the required work experience and skills in order to succeed in the Yukon territory.

The YNP offers the following streams for the prospective immigrants:

-The Yukon Express Entry (YEE) program is for foreign skilled workers who have a valid job offer from Yukon employers. 

-The Skilled Worker program is for foreign skilled candidates who are sponsored by a Yukon employer for Canadian permanent residence.

French Mobility Program

 

- What Makes The Francophone Mobility Program So Much Easier?

Employers hiring through the Francophone Mobility Program (Mobilité Francophone Canada) are NOT required to obtain a positive Labour Market Impact Assessment (LMIA).

An LMIA is a highly complex and bureaucratic process, which most employers prefer to avoid. 

Francophone applicants can apply for a work permit without an LMIA as long as they have a job offer in a skilled occupation (NOC 0, A or B). 

This immigration avenue is highly attractive to Canadian employers as it significantly shortens the immigration process and reduces costs.


- Advantages for Employers

- No Labour Market Impact Assessment (LMIA) required.

- Employer costs are $230 per worker compared to $1000 per worker under the LMIA process. 

-No need to advertise the position in advance. 

- The French language does not have to be the language of employment.

- Workers under Francophone Mobility receive employer-specific work permits.

- No prevailing-wage is required.

- There is no CAP on how many applicants can use this program.

- Francophone Mobility work permits may be extended.

 

- Advantages for Francophone Mobility Applicants

-Open to any nationality.

-No age limit (unlike in International Experience Canada).

-Spouses and common-law partners may apply for a work permit at the same time as the principal applicant (unlike in International Experience Canada).

-Accompanying children may attend primary and secondary schools.

-Provides an advantage in obtaining permanent residence (extra points under Express Entry and some provincial nominee programs).

 

-Francophone Mobility Program Requirements

-The foreign national communicates fluently in French at CLB 7 level (Canadian Language Benchmark).

-Test d’évaluation de français (TEF) or Test de connaissance du français (TCF) is required.

-The employment of the foreign national is located in a province or territory other than Quebec.

-The foreign national is qualified to work in a skilled occupation (NOC 0, A or B).

-Employer pays $230 CAD Employer Compliance Fee

 

-Do I Have to be from a French Speaking Country?

No, you can apply even if you live in a country where French is not normally spoken and your first language is any language other than French. You should, however, take the Test d’évaluation de français (TEF) or Test de connaissance du français (TCF) to have your language abilities assessed. You will need to score CLB 7 for each of the four abilities: listening, speaking, reading and writing.

 

-Advantages for Francophone Speakers Under Express Entry

-If you score CLB 7 or higher in French Language skills, you can get additional 15 points under the Comprehensive Ranking System (CRS).

-If you score CLB 7 or higher in French Language skills and CLB 5 or higher in English, you can get additional 30 points under the Comprehensive Ranking System (CRS).

-You can receive additional points in Express Entry’s Federal Skilled Worker Program ranking system for second language.

-Along with an employment offer, you can receive additional 50 points (NOC 0, A or B) to 200 (NOC 00) points for arranged employment.
