IRCC's latest Immigration Levels Plan for 2024-2026 sets out clear targets for increasing Francophone immigration to Canada, particularly outside Quebec. This focus aligns with Canada’s broader goals to sustain Francophone minority communities nationwide. For 2024, IRCC aims to admit 26,100 French-speaking permanent residents outside Quebec, with subsequent increases planned: 31,500 by 2025 and 36,000 by 2026. As a result, the share of Francophone admissions relative to total immigration targets will progressively increase, reaching 8.5% in 2025, 9.5% in 2026, and 10% by 2027.
To achieve these objectives, IRCC has implemented several initiatives that make French proficiency a key advantage for those seeking permanent residency (PR). These include category-based draws in the Express Entry system, which offer additional points for French-speaking candidates, and dedicated TR-to-PR pathways that facilitate the transition for temporary residents, such as international students and foreign workers who are proficient in French.
In addition to program enhancements, IRCC is investing $18.5 million in promoting Francophone immigration both domestically and internationally. An additional $50 million will strengthen the Francophone integration pathway, which includes tailored settlement services and integration support to ensure Francophone newcomers can successfully establish themselves in Canadian communities. This investment supports the Action Plan for Official Languages 2023-2028 and represents Canada’s continued commitment to reinforcing Francophone culture and identity across provinces and territories.
